In The Elder Scrolls IV: Oblivion Remastered, you should begin with the Knights of the Nine DLC. 

The best part is that you can begin the expansion before the main story. Not only will Knights of the Nine take you all over Cyrodiil, you can even build up your character. This way, you will be familiar with the open-world setting and have a polished set of skills. 

To begin Knights of the Nine, go to the Chapel of Dibella in Anvil to start the quest.

On the other hand, many players consider The Shivering Isles to be best saved for later in the game. Although you can start it right after completing the tutorial, you must pass 24 in-game hours for the Strange Door to appear. The door is located in the island of Niben Bay on the east of Bravil.

Visit the island and a quest titled “A Door in Niben Bay” will pop-up in your journal. Walk through the door to start.
